Position Description:

Resonance seeks to catalyze large-scale social, environmental, and economic change by fostering new and dynamic forms of collaboration. We do this by fostering public-private partnerships, facilitating sustainable investment, and providing deep analytical insights in frontier markets.

You are invited to submit a technical and financial proposal in response to Resonance, on behalf of the USAID Digital Economy and Market Development (DEMD) Activity, RFP 1087-2024-04 to implement the activity’s extended activities for the Enterprise Driven Growth Initiative (EDGI) Inclusive Business Incubator. This project seeks to build bilateral commercial relationships and increase US-Greenlandic trade. The three main goals of the EDGI activity include: 1) improved bilateral trade relationships, 2) municipal economic development, and 3) improved accessibility to business development services (BDS).

As part of the EDGI goal of improving access to business development services for Greenlandic businesses, the project has developed an Inclusive Business Incubator that provides customized business mentorship to businesses and social enterprises in Greenland’s outlying municipalities. Business development services are non-financial resources that help businesses grow by strengthening their competitiveness in the marketplace, such as mentorship, peer-to-peer learning, and trainings.

Resonance seeks to hire a Greenlandic firm or consultant team with demonstrated experience managing the delivery of business development services to partner with EDGI in implementing the extended activities within the second phase of our Inclusive Business Incubator (IBI) program. Activities under this next phase will include recruiting one new diverse cohort of Greenlandic businesses and social enterprises in a selected outlying municipality, development of an alumni network with extended mentorship services for previous participants of the incubator program, and development of tools and resources.

Eligibility Requirements

Resonance anticipates issuing a subcontract to a local Greenlandic company/organization, provided it is legally registered and recognized under the laws of Greenland, the country where the entity is Headquartered. A company/organization can include private firms, non-profit organizations, civil society organizations, or universities.

Companies/organizations must meet the following requirements:

· Must have a local presence in Greenland.

· Must be legally registered under the laws of Greenland and submit proof of company registration, tax registration, and a valid business license or equivalent as an annex to their proposal.

· Firms operated as commercial companies or other organizations or enterprises (including nonprofit organizations) in which foreign governments or their agents or agencies have a controlling interest are not eligible as suppliers of commodities and services.

· The offeror and/or its principal officers are not debarred, suspended or considered ineligible by the U.S. government.

· Companies or organizations, whether for-profit or non-profit, shall provide a UEI number (and register in SAM.gov) if selected to receive a Subcontractor valued at USD$30,000 or more, unless exempted in accordance with information certified in the Evidence of Responsibility form included in the required certifications in Annex D. Information on how to register in SAM is found in Annex E.

· The cooperating country for this RFP is Greenland. All supplies and services offered in response to this RFP or supplied under any resulting award must meet USAID Geographic Code 937. In accordance with ADS 310.3.1.1, revised February 6, 2012, code 937 includes the United States, the recipient country(s), and developing countries other than advanced developing countries, but excluding any country that is a prohibited source.

· Offerors may not offer or supply any products, commodities or related services that are manufactured or assembled in, shipped from, transported through, or otherwise involving any of the following countries: Cuba, Iran, North Korea, Syria. Related services include incidental services pertaining to any/all aspects of this work to be performed under a resulting contract (including transportation, fuel, lodging, meals, and communications expenses).

· Any and all items that are made by Huawei Technology Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, Dahua Technology Company will not be accepted. If proposals include items from these entities, please note that they will be deemed not technically responsive and excluded from competition.
